Background Information <br /> 2.4.3 Outcomes of the Alternatives <br /> This section compares how well each alternative meets, partially meets, or does not meet the <br /> guiding principles and objectives of the subarea plan. <br /> 2.4.3.1 No Action Alternative <br /> Meets objectives: <br /> • Provides for ongoing agricultural use of the subarea <br /> • Has no costs associated with restoration other than small-scale restoration that may <br /> occur on private properties <br /> • Allows for ongoing diking and drainage activities to continue as presently preformed <br /> Partially meets or does not meet objectives: <br /> • Habitat restoration is more likely to be small-scale, piecemeal, and disjointed <br /> • Does not provide for public recreation facilities on City-owned lands <br /> 2.4.3.2 Alternative 1: Maximum Recreation Alternative <br /> Meets objectives: <br /> • Provides for both active and passive recreation opportunities <br /> • Provides for the largest agricultural area <br /> • Provides some tidally-influenced and freshwater wetland restoration <br /> • Does not require significant infrastructure changes <br /> • Is lower in cost that Alternatives 2 and 3 <br /> Partially meets or does not meet objectives: <br /> • Provides less habitat restoration than Alternatives 2 and 3 <br /> • Fish passage is not provided into the Marshland Canal, tributary streams, or Wood <br /> Creek <br /> 2.4.3.3 Alternative 2: Stakeholder Preferred Alternative <br /> Meets objectives: <br /> • Provides an area for passive recreation and a large public trail system <br /> • Provides the second largest amount of overall habitat restoration <br /> • Provides fish access to Wood Creek via a flume across the canal into a tidally- <br /> influenced wetland area rather than the Marshland Canal <br /> Draft Subarea Plan June 2009 <br /> Everett Marshland 29 070346-01 <br />
