WHEREAS, Washington's commute trip reduction ("CTR") laws require the City to implement a CTR Plan and Ordinance requiring major employers, including the City, to reduce the number of drive alone commute trips in the City; and WHEREAS, the City Council finds that the public's health, safety and welfare are threatened by increases in vehicular travel and fuel consumption that negatively impact traffic safety, air quality and noise levels; and WHEREAS, the City has made revisions to its CTR Plan, which must be incorporated into the CTR Ordinance; and WHEREAS, the State Legislature amended the CTR laws and the City must amend its CTR Ordinance to be consistent with the State law; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1. Chapter 1, Section C of Ordinance No. 2277-98 (EMC 46.68.030), which reads as follows: Purpose. The purpose of this chapter is to provide a method for compliance with the Statewide Commute Trip Reduction Law of 1991 (RCW 70.94.521 through 70.94.551, as amended; Chapter 202, Laws of 1991). The commute trip reduction ordinance shall not be used as a substitute for reviews of projects under the interim traffic mitigation ordinance or other city requirements for compliance with the State Environmental Policy Act (SEPA).
