El/E?ETT <br /> ORDINANCE NO. 3186-10 <br /> An Ordinance Amending the Comprehensive Plan <br /> and Rezoning the Property Located at 2222 52°d Street, <br /> amending Ordinance No. 2021-94 and 1671-89, as amended <br /> WHEREAS, the City of Everett adopted a Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the City of Everett adopted the 10 year update to the Comprehensive Plan, in <br /> conformance with the Washing Growth Management Act on March 30, 2007; and <br /> WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its 2009-2010 annual comprehensive plan amendment <br /> process in July, 2009, which included consideration of Land Use Map amendments and rezone <br /> applications initiated by property owners; and <br /> WHEREAS, Everett Gospel Mission submitted a docket application to rezone from R-2 to B-2 <br /> (Exhibit A) for a site located at 2222 52nd Street SE; and <br /> WHEREAS, the Planning Commission held a public hearing on the request on February 16, <br /> 2010, at which time the Commission heard and considered public testimony and applicant and <br /> staff presentations, and considered the various aspects of the proposal; and <br /> WHEREAS, at the public hearing Sylvia Anderson, CEO of the Gospel Mission, and Michael <br /> Glanz, architect and consultant to the Gospel Mission, stated the reason for the requested B-2 <br /> zone is so the Mission can use the rezone property for an office in support of the nearby <br /> Women's and Children's Shelter, which in turn will provide additional living space in the <br /> existing shelter when the office moves out. Ms. Anderson stated the Mission is willing to enter <br /> into a contractual relationship with the City, that the rezone property would be used for office <br /> space only, and that the property, which is currently a residence, would be kept residential in <br /> appearance; and <br /> WHEREAS, at the February 16, 2010 public hearing, after taking into consideration public <br /> input, the Planning Commission did recommend to City Council that the comprehensive plan <br /> amendment and rezone be approved, subject to conditions stated in a development agreement <br /> between the applicant and the City; and <br /> - 1 - <br />
