WHEREAS,THE EVERETT CITY COUNCIL FINDS: <br /> 1. The sole purpose for the requested comprehensive plan amendment and rezone is to allow <br /> Everett Gospel Mission to use a single family residence as an office in support of its <br /> Woman's and Children's shelter located in the Lowell neighborhood, which the requested <br /> B-2 zone will allow, <br /> 2. To allow the proposed office use the City needs amend the Land Use Map of the <br /> Comprehensive Plan from"1.3, Single Family Residential"to "Community Business" and to <br /> rezone the single family structure from R-2 (Single Family)to B-2 (Community Business), <br /> 3. The public health, safety and welfare would be provided for by the proposal only if the <br /> comprehensive plan amendment and rezone were implemented by a Development Agreement <br /> between the City and the Gospel Mission, and <br /> 4. The proposed rezone promotes the best long term interest of the Everett Community only if <br /> the proposal is supported through use of a development agreement that will ensure the <br /> conditions specified herein will be met. <br /> WHEREAS CITY COUNCIL CONCLUDES: <br /> 1. The public health, safety and welfare would be provided for by allowing the Gospel Mission <br /> to use the subject single family structure as an office , which would be made possible if the <br /> the Comprehensive Plan land use map designation is revised from Single Family (1.3)to <br /> Community Business (4.4) and the property is rezoned from R-2 (Single Family) to B-2 <br /> (Community Business), and if steps are taken to protect nearby homes from commercial <br /> intrusion, <br /> 2. The proposed rezone promotes the best long term interest of the Everett Community only if <br /> the proposal is supported through use of a development agreement; and <br /> 3. The approval as requested does not constitute a grant of special privilege to the proponent, due in part <br /> to the unique nature of the requested use. <br /> - 2 - <br />
