August 22, 2012 <br /> Moved by Council Member Stonecipher, seconded by Council <br /> Member Burke, to adopt the Findings and Conclusions. <br /> Roll was called with all council members voting yes, except Council <br /> Members Gipson and Moore who were excused, and Council Member <br /> Affholter who abstained from the vote. <br /> Motion carried. <br /> City Council asked legal staff to prepare an ordinance change that would <br /> direct matters, such as appeals, to an administrative law review or some <br /> other form of appeals process. This change would remove the City <br /> Council, a legislative body, from acting in a judicial capacity. <br /> Debra Bryant, CAO/CFO, stated that an ordinance change would be <br /> drafted by staff for the Council's consideration. <br /> CITY ATTORNEY <br /> City Attorney Iles requested an executive session following the meeting <br /> concerning a legal matter pursuant to RCW 42.30.110(1)(i), subsection c. <br /> The session was expected to last approximately 15 minutes with no <br /> announcement to follow. <br /> CITIZEN COMMENTS <br /> There were no citizen comments. <br /> COUNCIL BRIEFING AGENDA <br /> Authorize the Mayor to sign the Public Works Trust Fund Loan <br /> Contract Number PC13-961-008 for the Everett Water Pollution <br /> Control Facility Expansion, Phase C, in the amount of$10 million <br /> Presented by Dave Davis, Public Works <br /> 234 <br />
