P <br /> 01041116- <br /> ORDINANCE NO. 3215-11 <br /> AN ORDINANCE ADOPTING THE <br /> EVERETT BICYCLE MASTER PLAN <br /> AND AMENDING THE EVERETT COMPREHENSIVE PLAN, <br /> AMENDING ORDINANCE NO. 2021-94,AS AMENDED <br /> WHEREAS, the City of Everett completed an update to the Transportation Element of the City's <br /> Comprehensive Plan in 2007; and <br /> WHEREAS, the update resulted in a multi-modal transportation plan that included transit and <br /> non-motorized (bikes and pedestrian) modes in addition to roadways; and <br /> WHEREAS, the Transportation Element identified the need to improve links between existing <br /> bike transportation facilities as well as to expand the bike transportation grid; and <br /> WHEREAS, Comprehensive Plan Land Use Policy 2.11.10 provides for special study area plans, <br /> including those for the purpose of implementing public improvements such as transportation <br /> facilities; and <br /> WHEREAS, the City contracted with Alta Planning & Design of Portland, Oregon to complete a <br /> bike planning study to advance the goals of the Transportation Element; and <br /> WHEREAS, a variety of methods were used to obtain public input, including stakeholder <br /> interviews, a bike ride around Everett with several citizens, two public open houses to take <br /> comments on the plan, periodic newsletter updates, and a web page with plan drafts and <br /> information about the planning process; and <br /> WHEREAS, a SEPA review was completed on the draft plan and following a public comment <br /> period, a Determination of Non-significance was issued on January 20, 2011; and <br /> WHEREAS,the City considered the impacts of the proposal in conjunction with all other 2010 <br /> Comprehensive Plan amendment docket items; and <br /> WHEREAS,the intent of the Everett Bicycle Master Plan is to promote bicycle travel by <br /> providing more detailed planning than in the Comprehensive Plan, including a detailed list of <br /> proposed bicycle improvements; recommended programs for education, enforcement, <br /> encouragement and evaluation; design standards for bicycle facilities; and implementation and <br /> funding strategies; and <br /> WHEREAS, the Planning Commission conducted a public hearing to review the Plan and to take <br /> additional public testimony and recommended that City Council adopt the Everett Bicycle <br /> Master Plan, and incorporate it by reference as an amendment to the Transportation Element of <br /> the Comprehensive Plan.; and <br />
