• <br /> WHEREAS, the Transportation Advisory Committee reviewed the Plan and recommended that <br /> City Council adopt the Plan with amendments; and <br /> WHEREAS, the City Council finds that the Everett Bicycle Master Plan: <br /> a. Is consistent with and implements Objective#1 of the Transportation Element of the <br /> Comprehensive plan to plan, finance and maintain a multi-modal transportation system <br /> that provides expanded travel opportunities for transit, pedestrian, bicycle and ride- <br /> sharing while accommodating private automobile use and supporting economic <br /> development within the community; <br /> b. Is consistent with and implements the Pedestrian and Bicycle Facility Policies 1.13, 1.14, <br /> 1.16, 1.17, 1.18, 1.19, and 1.20; and <br /> c. Is consistent with and implements Objective#2, Develop Appropriate Design Standards <br /> and Procedures and associated Policies 2.3, 2.4, 2.18, and 2.20; and <br /> d. Updates the list of existing facilities and expands the list of proposed bicycle facilities <br /> contained in the Transportation Element of the Comprehensive Plan, as well as providing <br /> more detailed information and recommended designs for the facilities; and <br /> e. Presents a vision of a fully-developed bicycle system that will increase overall <br /> connections within the community, provide residents with greater travel choices, increase <br /> the number of utilitarian and recreational bicycle trips, and promote the overall health of <br /> Everett residents by including bicycling as a safe, comfortable and attractive travel mode; <br /> and <br /> WHEREAS, based upon these findings the City Council concludes that the Everett Bicycle <br /> Master Plan is: <br /> a. Consistent with the Goals, Objectives and Policies of the Comprehensive Plan; and <br /> b. Justified by the addition of new, improved, updated and more comprehensive <br /> information; and <br /> c. Promotes a more desirable growth pattern for the community as a whole; and <br /> d. Is in the best interest of the citizens of Everett and the Everett Planning Area. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: That the City Council adopts the Everett Bicycle Master Plan, attached as Exhibit <br /> A, and incorporates it by reference as an amendment to the Transportation Element of the <br /> Comprehensive Plan, amending Ordinance No. 2021-94. <br /> SECTION 2: That where there is any conflict between the Everett Bicycle Master Plan and the <br /> text in the Transportation Element of the Comprehensive Plan, the Everett Bicycle Master Plan <br /> shall take precedence. <br /> SECTION 3: Validity <br /> Should any section, subsection, paragraph, sentence, clause or phase set forth in this ordinance or <br /> its application to any person or situation be declared unconstitutional or invalid for any reason, <br /> such decision shall not effect the validity of the remaining portions of this Ordinance or its <br />
