• WHEREAS, the Transportation Advisory Committee reviewed the Plan and recommended that City Council adopt the Plan with amendments; and WHEREAS, the City Council finds that the Everett Bicycle Master Plan: a. Is consistent with and implements Objective#1 of the Transportation Element of the Comprehensive plan to plan, finance and maintain a multi-modal transportation system that provides expanded travel opportunities for transit, pedestrian, bicycle and ride- sharing while accommodating private automobile use and supporting economic development within the community; b. Is consistent with and implements the Pedestrian and Bicycle Facility Policies 1.13, 1.14, 1.16, 1.17, 1.18, 1.19, and 1.20; and c. Is consistent with and implements Objective#2, Develop Appropriate Design Standards and Procedures and associated Policies 2.3, 2.4, 2.18, and 2.20; and d. Updates the list of existing facilities and expands the list of proposed bicycle facilities contained in the Transportation Element of the Comprehensive Plan, as well as providing more detailed information and recommended designs for the facilities; and e. Presents a vision of a fully-developed bicycle system that will increase overall connections within the community, provide residents with greater travel choices, increase the number of utilitarian and recreational bicycle trips, and promote the overall health of Everett residents by including bicycling as a safe, comfortable and attractive travel mode; and WHEREAS, based upon these findings the City Council concludes that the Everett Bicycle Master Plan is: a. Consistent with the Goals, Objectives and Policies of the Comprehensive Plan; and b. Justified by the addition of new, improved, updated and more comprehensive information; and c. Promotes a more desirable growth pattern for the community as a whole; and d. Is in the best interest of the citizens of Everett and the Everett Planning Area. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: SECTION 1: That the City Council adopts the Everett Bicycle Master Plan, attached as Exhibit A, and incorporates it by reference as an amendment to the Transportation Element of the Comprehensive Plan, amending Ordinance No. 2021-94. SECTION 2: That where there is any conflict between the Everett Bicycle Master Plan and the text in the Transportation Element of the Comprehensive Plan, the Everett Bicycle Master Plan shall take precedence. SECTION 3: Validity Should any section, subsection, paragraph, sentence, clause or phase set forth in this ordinance or its application to any person or situation be declared unconstitutional or invalid for any reason, such decision shall not effect the validity of the remaining portions of this Ordinance or its
