ORDINANCE NO. 2811-04 /41114041:// 17a1 <br /> AN ORDINANCE ESTABLISHING AN EMERGENCY MANAGEMENa`' 7 <br /> WHEREAS, the City should prepare for emergencies, whether natural (such as <br /> earthquakes) or man-made (such as acts of terrorism); and <br /> WHEREAS,preparation is the best defense against emergencies; and <br /> WHEREAS, preparation includes establishing an emergency management organization; <br /> and the City should prepare for emergencies, whether natural (such as earthquakes) or man-made <br /> (such as acts of terrorism); and <br /> WHEREAS, RCW 38.52.070 (1997) requires the City to establish an emergency <br /> management organization; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 Emergency Management Division <br /> Pursuant to Chapter 38.52 RCW, the City hereby establishes an emergency management <br /> organization for the purpose of performing local emergency management functions. This <br /> organization is designated the City of Everett Emergency Management Division and shall <br /> perform functions only within the city and outside the City as authorized by law. <br /> Section 2 Director of Emergency Management <br /> The Mayor shall appoint a director of emergency management, who shall head the City of Everett <br /> Emergency Management Division. The director shall be responsible for the organization, <br /> administration and operation of the Emergency Management Division, subject to the direction <br /> and control of the Mayor and to legal requirements. <br /> Section 3 Powers <br /> The Emergency Management Division shall have all duties, responsibilities and powers <br /> authorized by Chapter 38.52 RCW now existing or hereafter amended and as may otherwise be <br /> provided by law. <br /> Section 4 Operations <br /> A. The City of Everett Emergency Management Division directs the City of Everett <br /> integrated Emergency Management Program and shall operate under the policy guidance of the <br /> City of Everett Comprehensive Emergency Management Plan which shall include the following <br /> operational elements: organization, responsibilities, concept of operations, administration and <br /> logistics, direction and control. <br />
