B. The director of emergency management shall coordinate development, implementation <br /> and maintenance of the emergency management plan as chairperson of the emergency <br /> management committee, to provide coordination with outside agencies and organizations <br /> involved in emergency planning, to provide for public education and information, to manage the <br /> emergency operations center during disasters and to perform such other functions as the Mayor <br /> shall designate. The Comprehensive Emergency Management Plan and any amendments thereto <br /> shall be effective when approved by the Mayor. <br /> Section 5 Emergency Management Executive Committee <br /> An emergency management executive committee shall be appointed by the Mayor and shall <br /> oversee and provide policy direction for the City of Everett Integrated Emergency Management <br /> Program and provide recommendations to the Mayor. The director of emergency management <br /> shall chair the committee. <br /> Section 6 Emergency Management Committee <br /> The emergency management executive committee shall appoint an emergency management <br /> committee to carry out the provisions of the City of Everett Integrated Emergency Management <br /> Program, provide staff support to the director of emergency management and the emergency <br /> management executive committee in the development, implementation and maintenance of any <br /> emergency management plans, and to staff the emergency operations center and perform any <br /> other necessary functions during any emergency or disaster. The committee shall consist of city <br /> department directors and key city personnel as are designated in the Comprehensive Emergency <br /> Management Plan and approved by the Mayor. The director of emergency management shall <br /> chair the committee. <br /> Section 7 Severability <br /> The City Council hereby declares that should any section, paragraph, sentence, clause or phrase <br /> of this ordinance be declared invalid for any reason, it is the intent of the City Council that it <br /> would have passed all portions of this ordinance independent of the elimination herefrom of any <br /> such portion as may be declared invalid. <br /> Section 8 Savings <br /> Nothing in this ordinance shall be construed as abating any official action of the City now <br /> pending under or by virtue of any of the ordinances herein amended by the adoption of this <br /> ordinance or as waiving any right of the City under the policies, provisions and regulations <br /> amended by the adoption of this ordinance. <br />
