1.0 INTRODUCTION <br />This Temporary Erosion Control and Sedimentation Control (TESC) Plan Narrative and Storm <br />Water Pollution Prevention Plan (SWPPP) has been prepared for project requirements <br />associated with the American Legion Memorial Park property located at 145 Alverson <br />Boulevard in Everett, Snohomish County, Washington ("subject site"). All work activities will be <br />completed on the subject site, although the following plan provides protection elements for <br />both the subject site and surrounding properties. <br />The TESC Plan and SWPPP describe the temporary Best Management Practices (BMPs) selected <br />to maintain storm and surface water quality during remediation activities at the subject site. A <br />BMP is a physical, structural, and/or managerial practice that prevents or reduces pollution of <br />water. The goal of the TESC Plan and SWPPP is to prevent turbid discharges and sediments <br />from leaving the subject site, while maintaining state and local regulations. If field conditions <br />during construction activities change, requiring additional temporary BMPs, or if a change in <br />the placement of temporary BMPs is needed, this plan shall be modified by the Certified <br />Erosion and Sediment Control Lead (CESCL) and approved by the Engineer. This narrative is <br />provided for use by the Contractor, and needs to be retained onsite during all work activities. <br />Construction/remediation activities include the temporary erosion and sediment control <br />measures related to surface soil removal, stockpiling of impacted material, and replacement of <br />clean fill with vegetative surfacing. Construction/remediation activities include: <br />1. Staking or marking proposed areas of excavation; <br />2. Removing existing grass, brush and surface vegetation in areas of proposed excavation; <br />3. Removing one foot of surface soils from a majority of the subject site; <br />4. Loading excavated materials from the subject site into trucks for transport to and <br />appropriate disposal facility; <br />5. Placing clean fill material within excavated areas and replacing vegetative surfaces. <br />The limits of construction are shown on the Plans, included in Appendix A. <br />TESC Plan and SWPPP 21une 2015 <br />American Legion Memorial Park Page 2 <br />
