2.0 SITE DESCRIPTION <br />2.1 Existing Site Conditions <br />The subject site consists of a City of Everett park located at 145 Alverson Boulevard Everett, <br />Snohomish County, Washington. The subject site and surrounding properties fall within an area <br />designated as the Everett Smelter Plume (ESP). The ESP is an area identified as containing <br />elevated levels of lead and arsenic resulting from proximity to an historic smelter facility <br />located along the Puget Sound. <br />The subject site consists of an approximate 20-acre park located approximately ten miles <br />northwest of downtown Tacoma. Work is limited to two specific areas in the park, including <br />the northern part of the park and the southern part of the park. <br />The subject site is located adjacent to the Tacoma Narrows, and is surrounded by residential <br />properties. <br />2.2 Proposed Construction Activities <br />Proposed construction activities at the subject site include removing vegetative surface <br />materials and one foot of surface soil from select areas at the subject site. Following removal <br />and offsite disposal of this material, clean fill and surface materials, including vegetation, will be <br />placed throughout the subject site. The scheduling and phasing of BMPs during construction is <br />provided in Section 4.0. <br />Storm water runoff volumes were calculated using the hydrologic model KCRTS as required by <br />the SWMWW. The storm water control devices that will be used during construction activities <br />were designed using the two-year storm event since construction will not occur over a long <br />timeframe.
