2.0 SITE DESCRIPTION
2.1 Existing Site Conditions
The subject site consists of a City of Everett park located at 145 Alverson Boulevard Everett,
Snohomish County, Washington. The subject site and surrounding properties fall within an area
designated as the Everett Smelter Plume (ESP). The ESP is an area identified as containing
elevated levels of lead and arsenic resulting from proximity to an historic smelter facility
located along the Puget Sound.
The subject site consists of an approximate 20-acre park located approximately ten miles
northwest of downtown Tacoma. Work is limited to two specific areas in the park, including
the northern part of the park and the southern part of the park.
The subject site is located adjacent to the Tacoma Narrows, and is surrounded by residential
properties.
2.2 Proposed Construction Activities
Proposed construction activities at the subject site include removing vegetative surface
materials and one foot of surface soil from select areas at the subject site. Following removal
and offsite disposal of this material, clean fill and surface materials, including vegetation, will be
placed throughout the subject site. The scheduling and phasing of BMPs during construction is
provided in Section 4.0.
Storm water runoff volumes were calculated using the hydrologic model KCRTS as required by
the SWMWW. The storm water control devices that will be used during construction activities
were designed using the two-year storm event since construction will not occur over a long
timeframe. The following summarizes details regarding site areas:
Total subject site area:
15.91 acres
Area of soil disturbed by construction activity: 5.45 acres
Percentage of impervious surfaces at subject site: 9%
Percentage of impervious surface after construction: 9%
TESC Plan and SWPPP 2 June 2015
American Legion Memorial Park Page 5
