January 21, 2015 <br /> Executive Director. She stated that although she has a fixed salary, which <br /> is unrelated to any grant award, to avoid appearance of conflict, she is <br /> recusing herself from participation in any discussion or decision making <br /> involving these grant awards. <br /> Council Member Tuohy left the council chambers. <br /> Roll was called with all council members voting yes except Council <br /> Member Tuohy who was recused and Council Member Gipson who was <br /> excused. <br /> Motion carried. <br /> Council Member Tuohy returned to the council chambers. <br /> LETTER OF UNDERSTANDING — WAYFINDING SIGNS <br /> Moved by Council Member Moore, seconded by Council Member <br /> Murphy, to authorize the Mayor to sign the Letter of Understanding <br /> with the Port of Everett for wayfinding signs. <br /> Roll was called with all council members voting yes except Council <br /> Member Gipson who was excused. <br /> Motion carried. <br /> CDE LLC - LOAN CLOSURES <br /> Moved by Council Member Roberts, seconded by Council Member <br /> Stonecipher, to authorize the Mayor on behalf of City of Everett <br /> Community Development Entity LLC and its subsidiaries to take all <br /> actions and execute all documents necessary to close Loan #8 and <br /> Loan #9. <br /> 16 <br />
