Section 2. Indigent defense services shall be in accordance with the following: <br /> 2.1 Indigent defense services shall be provided to all clients in a professional, <br /> skilled manner consistent with the Standards set forth by the Washington State Bar Association <br /> and Standards for Indigent Defense Services (June 3, 2011), as such standards may be hereafter <br /> amended. <br /> 2.2 The Washington State Rules of Professional Conduct, as such rules may <br /> be hereafter amended. <br /> 2.3 The decision of the Honorable Robert S. Lasnik, Western District of <br /> Washington, in Wilbur, et al v. Mt. Vernon, et al, Case No. 2:11-cv-01100. <br /> 2.4 All providers of indigent defense services shall comply with all federal, <br /> state and local non-discrimination laws or ordinances in the provision of services to indigent <br /> defendants as well as with respect to the hiring and employment practices of their employees. <br /> 2.5 City staff shall propose revisions to the above standards as needed to City <br /> Council. <br /> Section 3. The City Clerk and the codifiers of this Ordinance are authorized to make necessary <br /> corrections to this Ordinance including, but not limited to, the correction of scrivener's/clerical <br /> errors, references, ordinance numbering, section/subsection numbers, and any references thereto. <br /> Section 4. The City Council hereby declares that should any section, paragraph, sentence, clause <br /> or phrase of this ordinance be declared invalid for any reason, it is the intent of the City Council <br /> that it would have passed all portions of this ordinance independent of the elimination herefrom <br /> of any such portion as may be declared invalid. <br /> 2 <br />
