WHEREAS CITY COUNCIL CONCLUDES: <br /> 1. The Master Plan submitted, as text and maps with the subject application that supports the present <br /> action, is responsive to Comprehensive Plan Land Use Policies. Current and long-term future use of the <br /> site is for electrical distribution, therefore amending the Single Family(1.2) designation on the subject <br /> site to the Public/ Quasi Public Facilities designation does meet the locational criteria Policy which <br /> states, "The City shall designate on the land use map the desired location of public utilities." <br /> 2. Changed circumstances evidenced in continued electric load growth is evident in the materials and <br /> testimony provided by the PUD. The current action clears the way for the PUD to meet these loads at <br /> the subject location for the next 20year time period. <br /> 3. The public health, safety and welfare will be provided for by the proposal, within this Ordinance and <br /> through existing development regulations of the City. <br /> 4. The amendment to the land use map, rezone and adoption of the Master Plan promotes the best long <br /> term interests of the Everett community. <br /> 5. The approval as requested does not constitute a grant of special privilege to the proponent. <br /> 6. The change will not create pressure to change the land use designation of other properties in the <br /> vicinity due to the unique nature of the use. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Approval. <br /> 1. The Comprehensive Plan Land Use map for the existing PUD switch yard located east of <br /> 75th Street at Beverly Boulevard is herein amended from Single Family(1.2)to Public- <br /> Quasi Public Facilities (2.8). <br /> 2. The subject switchyard site is herein rezoned from R-1 (Single Family) to R-1-I <br /> (Institutional Overlay). <br /> 3. Special Property Use permit(#16-84) shall become void upon the date of validity of this <br /> Ordinance. <br /> Section 2: Conditions of Approval. <br /> 1. The Comprehensive Plan map amendment, rezone and Master Plan approved herein are consistent <br /> with the land use policies of the Comprehensive Plan only if the proposed Master Plan(attachment C <br /> with conditions found under(2)below) is adopted, then followed, or amended, according to City <br /> land use policies and Zoning Code regulations. <br /> 4 <br />
