• <br /> 6. In the Capital Facilities and Utilities section of the Comprehensive Plan,part 2, Goals; Policy <br /> (2) states that we should identify general locations of existing and proposed capital facilities. <br /> Policy(3) says capital facilities shall be located so as to provide the necessary service to the <br /> intended users of the facility. Goal 3 under Consistency, Policy(1) says the location of capital <br /> facilities within residentially zoned areas shall be planned to protect the residential <br /> neighborhoods adjoining the sites from unnecessary impacts associated with facility <br /> development and operations. Under Goal 4. Environmental Considerations, Policy(2) says <br /> that in providing capital facilities, the City shall minimize, to the extent possible, incompatible <br /> laud uses. Under c. Implementation, Policy(2) Capital facilities constructed in residential <br /> neighborhoods shall be designed and constructed in a manner consistent with the character of <br /> the area. Where actual design of a structure cannot be modified, appropriate buffer/screening <br /> measures shall to the extent practical be required as a condition of development. Under 5 <br /> Funding Requirements, Policy(4) Encourage the use of long-range planning and capital <br /> improvement programming to set priorities and to determine economic capabilities for <br /> improving and expanding physical plan facilities. <br /> 7. This Resolution is intended to convey City Council support for the PUD Master Plan phases <br /> outlined here as: <br /> Phase I: Already completed under the existing SPU(16-84) <br /> Phase II: Approximately in the next 5 to 10 years. <br /> Add a second switch assembly similar to the one now existing on the site. Phase II would <br /> be placed north of and in alignment with the Phase I assembly. <br /> Phase III Approximately 10 to 20 years from now. <br /> Add a third switching assembly to the east and slightly down hill from the Phase I and <br /> Phase II assemblies. The 3rd phase will provide for delivery of power at an increased <br /> voltage of 230 kV. This power will be transformed to 115 kV and distributed through the <br /> 115 kV switching assembly. <br /> 8. City regulations concerning,but not limited to: landscaping, signage, lighting and drainage <br /> shall be used to review each of the necessary construction permit phases. <br /> 9. Two conditions of the rezone element of this action will mitigate impacts to the residential area to the <br /> north by improving the northern vegetative buffer and providing for improved brush fire access to the <br /> site and to perform periodic clean-up of the site at a frequency of no less than 6 months.. <br /> 3 <br />
