} <br /> 5. Comprehensive Plan Policy 1.11.4. calls for ECC to work with the neighborhood in <br /> development of the plan, that the plan shall provide for off-street parking and access <br /> improvements and that principal access to the campus shall be taken from Broadway over the <br /> long term. <br /> 6. The proposed rezone includes provisions for parking to be brought onto the campus and off of <br /> nearby surface streets in a way that will mitigate impacts to surrounding residential areas. <br /> 7. Both ECC and nearby PEMC (Providence Everett Medical Center) are essential public <br /> facilities, and important institutions in their own right, that need to grow within the community. <br /> It is City Council's desire that ECC and PEMC work on expansion plans with surrounding <br /> neighborhood residents and the community to accommodate both organizations. <br /> 8. City Council support for the ECC proposal is in part based on submittal of Master Plan maps <br /> including specific phases of expansion as found in Exhibit"C,"which includes a transit center, <br /> early learning center college classrooms, other College functions and added parking capacity. <br /> 9 City regulations concerning,but not limited to: Design Guidelines, landscaping, signage, and <br /> lighting shall be used to review each of the necessary construction permit phases. <br /> WHEREAS CITY COUNCIL CONCLUDES: <br /> 1. The Master Plan, submitted in the form of text and maps with the subject application supports the <br /> present action and is responsive to Comprehensive Plan Land Use Policy 1.11.4., therefore Everett <br /> Community College has provided an application that is supported by and is consistent with the City <br /> Comprehensive Plan. The Master Plan and support materials submitted with the application show <br /> sufficient evidence of neighborhood involvement, that parking needs have been addressed, and that <br /> access to and from the campus, including the expansion area which is the subject of this action, does <br /> connect to Broadway Avenue as required, over the long-term. <br /> 2. Changed circumstances are clearly evident in materials and testimony provided by the College in <br /> terms of growth in student enrollment and current State funding that will enable the College to grow to <br /> meet demand while providing a modern(state of the art) instructional environment <br /> 3. The public health, safety and welfare will be provided for by this Ordinance and through existing <br /> development regulations of the City. <br /> 4. The amendment to the land use map, rezone and adoption of the Master Plan promotes the best long <br /> term interests of the Everett community. <br /> 5. The approval as requested does not constitute a grant of special privilege to the proponent due to the <br /> public service it provides. <br /> 6. The amendment will not create added pressure to change the land use designation of other properties <br /> in the vicinity without due public consideration of need. <br /> 3 <br />
