NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Approval. <br /> 1. The Comprehensive Plan land use map in the expansion area east of the existing campus <br /> is herein amended from Mixed Use Commercial—Multi Family(4.4) to Colleges/ <br /> Universities (2.2), (Exhibit B-1). <br /> 2. The expansion area east of the existing College Campus is herein rezoned from B-2 <br /> (Community Business) to B-2-I(Institutional Overlay), (Exhibit B-2) <br /> The Planning Department is instructed to amend the Comprehensive Plan map and <br /> Zoning map to reflect the noted amendment and rezone. <br /> 3. The development Master Plan,based on phases of construction and attached to this <br /> document as Exhibit"C,"which includes but in not limited to; a transit center, early <br /> learning center, added parking capacity and other uses appropriate to operation of the <br /> College, is approved subject to conditions set forth under Section 2 below. <br /> Section 2: Conditions of Approval <br /> 1. The Comprehensive Plan map amendment, rezone and Master Plan approved herein are <br /> consistent with the land use policies of the Comprehensive Plan only if the proposed Master Plan <br /> is adopted, then followed, or amended, according to City land use policies and Zoning Code <br /> regulations. <br /> 2. The Planning Department is directed to add a provision to the Comprehensive Plan that <br /> states ECC and PEMC will work with surrounding neighborhood residents on future <br /> expansion plans for both facilities. The Planning Department is directed to add policies <br /> to the Comprehensive Plan update to implement this direction. <br /> 3. Both ECC and PEMC are essential public facilities within our community. It is <br /> recognized that both need to grow within the community. <br /> 4. Exhibit"A," "B-1," "B-2," "C," and"D are hereby made part of this approval and <br /> incorporated herein by reference. <br /> 4 <br />
