WHEREAS,THE EVERETT CITY COUNCIL FINDS: <br /> 1. Everett wishes to work with purveyors of public services such as Mukilteo School District,to <br /> enable them to meet the requirements of the Growth Management Act,to include their <br /> seeking mitigation of service costs created by new construction and resulting population <br /> growth, <br /> 2. The Everett Planning Commission has found that before the creation of the Growth <br /> Management Comprehensive Plan, established in 1994,there were instances where rezone <br /> contracts were established that later were inconsistent with the underlying Comprehensive <br /> Plan map designation, <br /> 3. The purpose for the requested comprehensive plan text amendments are to: <br /> a.) Adopt by reference, the 2010-2015 Mukilteo School District Capital Facilities Plan, <br /> b.) Add text to the Comprehensive Plan zone/designation equivalency table, Land Use <br /> Element,page 76, which addresses inconsistencies between contract zones <br /> and the underlying Comprehensive Plan designation. <br /> 4. The public health, safety and welfare would be provided for by passage of this Ordinance, <br /> and <br /> WHEREAS CITY COUNCIL CONCLUDES: <br /> 1. The public health, safety and welfare would be provided for by changing the text of the <br /> Comprehensive Plan to adopt by reverence the Mukilteo School District 2010—2015 Capital <br /> Facilities Element, and by adding the following text to the zone/designation equivalency <br /> table on page 76 of the Land Use Element, "Existing contract rezones are considered to be <br /> consistent with the underlying Comprehensive Plan map designation." <br /> 2. The public health, safety and welfare will be provided for by these text changes, and <br /> 3. The proposed Comprehensive Plan text changes promote the best long term interest of the <br /> Everett Community. <br /> - 2 - <br />
