ORDINANCE NO, 3257-12 <br /> An Ordinance permitting Community Sanctio i <br /> Special Event Signage. <br /> WHEREAS,the City Council finds the following: <br /> 1. Since 1990,Everett has grown from under 70,000 to over 104,000 residents; <br /> 2. Along with this growth in population, there has been an increase in the interest of the <br /> Everett community to hold special events of a cultural or sporting nature; <br /> 3. Since 1990, various new public facilities have been constructed, along with <br /> improvements to existing public facilities to accommodate special events of a cultural or <br /> sporting nature; <br /> 4. Many private sector businesses have made substantial investments to create or improve <br /> facilities and services to support participants and spectators attending such special events; <br /> 5. At times,public facilities in Everett have the opportunity to host significant special <br /> events that draw attendance and participation from areas outside of Everett and <br /> Snohomish County and that focus positive attention from various regional and national <br /> communications media on the Everett community; <br /> 6. Such special events have a very positive economic impact on the greater Everett <br /> community; <br /> 7. Promotion of these events would help support a positive experience in Everett and <br /> increase the potential for sponsors of other such events to consider hosting them in <br /> Everett; <br /> 8. Modification of City regulations could provide additional promotional opportunities for <br /> these types of events; <br /> 9. Adopting a new ordinance to provide additional promotional opportunities on a limited <br /> basis should increase the potential for these events to be successful; and <br /> 10. This ordinance should be adopted on a trial basis to see whether it adequately addresses <br /> the needs of the City in regards to allowing this type of temporary signage; <br /> WHEREAS,the City Council concludes the following: <br />
