If no criteria are provided in the
bidding documents or request for proposals, the determination will be made
through consideration of the following factors, any one of which will suffice to
determine a bidder is either not the lowest responsible bidder or the bidder's
proposal is not the most advantageous to the City.
A. The ability, capacity, and skill of the bidder to perform the contract or
provide the service required.
B. The character, integrity, reputation, judgment, experience, and efficiency
of the bidder.
C. Whether the bidder can perform the contract within the time specified.
D. The quality of performance of previous public and private contracts or
services, including, but not limited to, the bidder's failure to perform
satisfactorily or complete any written contract.
