CITY OF EVERETT <br /> 'Pr'illw <br /> ORDINANCE NO. 3 2 6 8-12 <br /> An Ordinance Adopting the Evergreen Way Revitalization <br /> Plan as a Subarea Plan of the Everett Growth Management <br /> Comprehensive Plan, Amending Ordinance No. 2021-94, as <br /> amended. <br /> WHEREAS, the City Council makes the following findings: <br /> 1. the City of Everett adopted its original comprehensive plan under the Washington State <br /> Growth Management Act in 1994 with the adoption of Ordinance No. 2021-94; <br /> 2. the City has periodically updated and amended the comprehensive plan through annual <br /> updates and the 2005 ten-year growth target update; <br /> 3. RCW 36.70A.080 provides local jurisdictions the authority to adopt subarea plans as an <br /> optional element of their growth management comprehensive plans; <br /> 4. the City initiated the planning process for the Evergreen Way Revitalization Plan in 2009 <br /> in order to accomplish a variety of purposes related to existing comprehensive plan <br /> policies in the Land Use, Housing, Transportation, Economic Development and Urban <br /> Design elements; <br /> 5. in 2009, Community Transit, in partnership with Everett Transit, initiated Swift Bus <br /> Rapid Transit service within the Highway 99 /Evergreen Way corridor to improve transit <br /> service between downtown Everett and the King-Snohomish County line, including <br /> seven pair of Swift stations within the Evergreen Way corridor in Everett's city limits; <br /> 6. the City hired a consultant team to analyze land use, economic, transportation, housing <br /> and urban design challenges and redevelopment strategies for the Evergreen Way <br /> corridor and surrounding neighborhoods, <br /> 7. City staff and the consultant team initiated a public participation process to reach out to <br /> stakeholders within the Evergreen Way corridor, including property and business owners, <br /> neighbors to the east and west of Evergreen Way, public agencies including Community <br /> Transit, WSDOT, the Everett School District,the Mukilteo School District, and other <br /> interested citizens; <br /> 1 <br />
