CITY OF EVERETT 'Pr'illw ORDINANCE NO. 3 2 6 8-12 An Ordinance Adopting the Evergreen Way Revitalization Plan as a Subarea Plan of the Everett Growth Management Comprehensive Plan, Amending Ordinance No. 2021-94, as amended. WHEREAS, the City Council makes the following findings: 1. the City of Everett adopted its original comprehensive plan under the Washington State Growth Management Act in 1994 with the adoption of Ordinance No. 2021-94; 2. the City has periodically updated and amended the comprehensive plan through annual updates and the 2005 ten-year growth target update; 3. RCW 36.70A.080 provides local jurisdictions the authority to adopt subarea plans as an optional element of their growth management comprehensive plans; 4. the City initiated the planning process for the Evergreen Way Revitalization Plan in 2009 in order to accomplish a variety of purposes related to existing comprehensive plan policies in the Land Use, Housing, Transportation, Economic Development and Urban Design elements; 5. in 2009, Community Transit, in partnership with Everett Transit, initiated Swift Bus Rapid Transit service within the Highway 99 /Evergreen Way corridor to improve transit service between downtown Everett and the King-Snohomish County line, including seven pair of Swift stations within the Evergreen Way corridor in Everett's city limits; 6. the City hired a consultant team to analyze land use, economic, transportation, housing and urban design challenges and redevelopment strategies for the Evergreen Way corridor and surrounding neighborhoods, 7. City staff and the consultant team initiated a public participation process to reach out to stakeholders within the Evergreen Way corridor, including property and business owners, neighbors to the east and west of Evergreen Way, public agencies including Community Transit, WSDOT, the Everett School District,the Mukilteo School District, and other interested citizens; 1
