8. through the public participation process the City did establish goals and objectives for the <br /> Evergreen Way Revitalization Plan, as well as strategies to implement the identified <br /> goals and objectives; <br /> 9. the planning team reviewed existing comprehensive plan policies related to the Evergreen <br /> Way Revitalization Plan and determined that the existing policies provide a substantial <br /> policy basis to transform the character of the Evergreen Way corridor to improve how it <br /> functions as a major economic generator and transportation corridor for the community; <br /> 10. the City conducted numerous public workshops, held advisory committee meetings, <br /> Planning Commission public workshops and public hearings, and City Council briefings <br /> and public hearings; <br /> 11. the actions called for in the Evergreen Way Revitalization Plan include, the following, <br /> which will be adopted in a separate ordinances or City programs: <br /> a. Establishing two new zones within the City's Zoning Code, which include the E-1 <br /> land use zone and the MUO (Mixed Use Overlay) zone as further defined in the <br /> ordinance amending Title 19 of the Everett Municipal Code, accompanying this <br /> ordinance; <br /> b. Rezoning properties in the Evergreen Way corridor to either the E-1 zone or E-1 <br /> with the MUO, as further defined in the rezone ordinance, accompanying this <br /> ordinance; <br /> c. Establishing new standards for improvements of public right-of-way which will <br /> be incorporated into the City's Public Works Standards and Specifications <br /> Manual by the City Engineer; <br /> d. Identifying potential public infrastructure improvements related to public <br /> facilities, transit, streets, pedestrian and bicycle facilities; <br /> e. Amending the City's Multiple Family Property Tax Exemption program (EMC <br /> 3.78)to include properties within the Mixed Use Overlay zone; and <br /> f. Increasing the SEPA categorical exemption thresholds for residential and mixed <br /> use redevelopment within the Mixed Use Overlay zone as provided by RCW <br /> 43.21C.229; <br /> 12. the Planning Commission has recommended that the City Council adopt the Evergreen <br /> Way Revitalization Plan as a subarea plan of the City's Growth Management Plan; and <br /> WHEREAS; the City Council concludes the following: <br /> 1. the adoption of the Evergreen Way Revitalization Plan as a subarea plan of the Growth <br /> Management Comprehensive Plan is consistent with the requirements of RCW 36.70A; <br /> 2 <br />
