Evergreen Way Revitalization Plan <br /> • Maximize the redevelopment potential created by Swift Bus Rapid Transit (BRT) <br /> service. <br /> • Promote energy efficiency, reduce vehicle miles traveled (VMT) and greenhouse <br /> gas emissions by improving pedestrian and bicycle access from neighborhoods <br /> to transit service within the Evergreen Way corridor. <br /> • Stimulate redevelopment and capital investment along the corridor. <br /> • Accommodate projected growth, including more multiple family residential <br /> growth, according to the City's comprehensive plan land use policies. <br /> • Build more vital communities and structure land uses in Everett for greater <br /> livability and efficiency. <br /> Building on these directives and public input, the plan includes a detailed list of goals <br /> and objectives, a complete list of which can be found in Appendix 2. These project <br /> goals and objectives guided the planning team and served as the criteria by which <br /> alternative concepts and draft recommendations were evaluated. <br /> Expected Outcomes. Achieving these overarching goals will require transformational <br /> changes along portions of the corridor while supporting existing activities in other <br /> segments. The approach taken in this plan is to develop mixed use "nodes" around the <br /> SWIFT BRT stops. The nodes will be generally characterized by a mix of higher intensity <br /> uses (including multi-family residences) in a pedestrian oriented setting and will: <br /> • Increase transit ridership, thus providing better access within the corridor and <br /> reducing vehicle miles travelled (VMT) and green house gas (GHG) emissions. <br /> • Enhance the quality of near-by residential neighborhoods and increase local <br /> commercial and community services. <br /> • Increase access and safety for pedestrians, and provide improved bike access <br /> to Swift BRT stations and other destinations in the corridor. <br /> • Increase the local market for new and existing businesses. <br /> At the same time, the remaining corridor segments outside the nodes accommodate an <br /> important segment of the region's economic community and supporting those <br /> businesses ranging from regional employers and large auto dealerships to small <br /> businesses is also part of the plan. Participating business owners have noted that a <br /> favorable appearance is important for their success so gradually upgrading the visual <br /> quality of the corridor is important in these segments should be a priority as well as <br /> within the nodes. <br /> So the general pattern that emerges is a string of alternating nodes and commercial <br /> centers along Evergreen Way, and south to other communities outside Everett.
