2. the adoption of the Evergreen Way Revitalization Plan is consistent with, and implements <br /> the existing policies of the Everett Growth Management Comprehensive Plan; <br /> 3. the adoption of the Evergreen Way Revitalization Plan does not amend the existing <br /> policies of the Everett Growth Management Comprehensive Plan; and <br /> 4. adoption of the Evergreen Way Revitalization Plan promotes the best long-term interests <br /> of the Everett community. <br /> NOW, THEREFORE,THE CITY ORDAINS the following: <br /> Section 1. The Evergreen Way Revitalization Plan, attached hereto as "Exhibit A" is hereby <br /> adopted as an amendment to the Everett Growth Management Comprehensive plan. The City <br /> shall use the Evergreen Way Revitalization Plan to supplement existing comprehensive plan <br /> policies in the review of potential land use map and land use regulation changes within the <br /> Evergreen Way corridor and in abutting neighborhoods. <br /> Section 2. The City shall use the Evergreen Way Revitalization Plan to promote the <br /> transformation of the corridor to: <br /> a) an enhanced business climate and more successful commercial district; <br /> b) a safer and more attractive, pedestrian-friendly and transit-supportive gateway corridor; <br /> c) a more compact and densely developed mixed use commercial/multi-family neighborhood <br /> within the Swift BRT station areas and areas between the Swift stations; <br /> d) encourage public and private investment in quality redevelopment along Evergreen Way; and <br /> e) improve pedestrian and bicycle connections between Evergreen Way and surrounding <br /> neighborhoods. <br /> Section 3. The City shall periodically review the Evergreen Way Revitalization Plan to <br /> determine if further changes to land use designations, zoning, land use regulations,public <br /> investments, or other related matters are necessary to promote an economically viable and <br /> healthy mixed-use commercial—residential neighborhood. <br /> Section 4. Severability. Should any section, paragraph, clause or phrase of this Ordinance, <br /> or its application to any person or circumstance, be declared unconstitutional or otherwise invalid <br /> for any reason, or should any portion of this Ordinance be pre-empted by state or federal law or <br /> regulations, this shall not affect the validity of the remaining portions of this Ordinance or its <br /> application to other persons or circumstances. <br /> 3 <br />
