Exhibit D <br /> DEVELOPMENT STANDARDS AND GUIDELINES <br /> Providence Everett Medical Center <br /> 1. Process: The City will use Review Process II for permitting of construction and site <br /> work concerning decisions of the Planning Director. <br /> 2. Relationship to the surrounding residential area: <br /> Intent: To promote a positive environment around the hospital that encourages and <br /> supports the residential character of the neighborhood. <br /> Guidelines: <br /> • Hospital buildings should have clear and visible pedestrian access. <br /> • Buildings adjacent to the residential areas should be designed so they are sensitive to <br /> the residential area by using consistent material, color and massing of the existing <br /> medical office building. <br /> • Trash areas and loading dock(s) should not be wide open and visible from the street <br /> and residential area. They should be screened by a combination of masonry walls, <br /> landscaping and trellises. <br /> • All garbage bins shall be equipped with rubber lids to reduce noise impact on adjacent <br /> residential areas. <br /> • Street level mechanical equipment shall be located within the buildings with sound <br /> buffering to reduce noise impacts. <br /> 3. The south side of Block 248 shall have a building setback the width of the southern lots, <br /> 35 feet. <br /> 4. Parking Standard: Parking will be provided as indicated in the most recent approved <br /> master plan. An updated parking study will be provided as part of each permit phase <br /> approval. <br /> 5. Height: <br /> Intent: <br /> To encourage the hospital design to be efficient in its use of land while stepping back <br /> buildings from residential use areas. <br /> Guidelines: <br /> • The maximum height of buildings in the center of the site will be 175 ft. <br /> 9 <br />
