4. PEMC's application explained that the reason for changing the designation for its site and <br /> not other properties in the vicinity was that PEMC plays a unique role as a medical <br /> institution and that a comparable zone change on adjacent properties was not necessary. <br /> 5. PEMC's Master Plan projects patient growth over the next 20 years and demonstrates <br /> how the requested Comprehensive Plan amendment, rezone and Master Plan will enable <br /> PEMC to expand in order to meet this projected growth. <br /> 6. The 10 Year Update SEIS and March 1, 2005, Staff Report identify the following impacts <br /> of the proposed Master Plan: (a) the loss of 22 homes in the Donovan Historic District; <br /> (b) aesthetics, light and views of the surrounding neighborhood; (c) vehicle traffic and <br /> parking; (d) noise; and (e) storm water. <br /> 7. The 10 Year Update SEIS identifies potential measures to mitigate these impacts and <br /> assure compatibility with uses on other properties. The March 1, 2005, Staff Report, <br /> Planning Commission Resolution and Conditions identified below offer additional <br /> measures to consider in mitigating impacts. <br /> 8. PEMC's Master Plan and written testimony as well as letters and testimony provided by <br /> medical staff and others demonstrated that there are current unmet demands for service <br /> capacity with the existing facility. <br /> 9. PEMC analyzed 4 alternatives to the proposal, including a"Greenfield site, the Rite Aide <br /> site on North Broadway, the Everett Community College athletic field site and the PEMC <br /> Pacific Avenue campus." Criteria in the analysis included cost, timing, predictability and <br /> operational efficiency. PEMC presented evidence documenting its preference for <br /> expansion east into Block 248. <br /> 10. The Staff Report for the Planning Commission notes that during the public hearings a <br /> number of medical professionals and business representations supported PEMC's choice <br /> of the proposed alternative. <br /> 11. Based on the PEMC Analysis, testimony and Staff Report, expansion to the east is the <br /> best alternative to meet PEMC's and its patients'needs in terms of cost, timing, certainty, <br /> and operational efficiencies. <br /> 12. To achieve the requested land use changes and related provisions, City Council needs to: <br /> (a) amend the Comprehensive Plan land use map designation in the expansion area <br /> (Block 248), between Rockefeller and Oakes Avenues and 13th and 14th Streets from <br /> Single Family(1.3) to Hospital (2.4), as indicated on Exhibit"A-1;" and (b) Rezone the <br /> entire PEMC Colby campus which is designated Hospital (2.4), including the expansion <br /> area, from R-2 (Single Family) to R-2-I (Institutional Overlay), as indicated on Exhibit <br /> "A-2." <br /> 13. The Master Plan provides a timetable through 2015 for building facilities to meet patient <br /> needs, including expanding the Pavilion for Women and Children, constructing a <br /> community cancer center, expanding the emergency department and operating room <br /> capacity, and construction and expansion of inpatient services including medical, <br /> 4 <br />
