surgical, telemetry, and intensive care, rehabilitation, chemical and other inpatient care. <br /> Construction of these facilities will occur in up to four phases through 2015. <br /> 14. Project level permits for each phase of the Master Plan will be reviewed by the City at a <br /> future date, subject to information from project-specific studies that will be conducted at <br /> the appropriate time, including but not limited to: traffic, parking, geotech/drainage, <br /> and other studies as called for by the City. <br /> 15. City regulations including, but not limited to Design Guidelines, landscaping, signage, <br /> and lighting shall be used to review each of the necessary construction permit phases. <br /> 16. The existing right-of-way along 13th and 14th Streets will be improved in appearance and <br /> function, including pedestrian and landscaping enhancements between Broadway and the <br /> PEMC campus, according to direction from the Planning Director and Public Works <br /> Director. The design review committee will review and provide a recommendation to the <br /> Planning Director in this matter. <br /> 17. The Director of the Planning and Community Development Department has <br /> recommended Design Guidelines based in part on a review by from the newly created <br /> Design Review Committee. Design Standards and Guidelines information is attached as <br /> Exhibit E. <br /> 18. PEMC has testified that it has taken and will continue to take, all reasonable steps to save <br /> and move to a suitable location those Donovan homes in Block 248 that are in sound <br /> structural condition. A letter dated June 24, 2005, from Shockey Brent, Inc., PEMC's <br /> planning consultant, states that PEMC has talked with local housing agencies, not-for- <br /> profit organizations, and interested private parties with offers of Donovan homes for <br /> relocation. As of July 20, 2005,plans call for 11 homes to be relocated by a qualified <br /> developer to an alternative site. <br /> 19. The Draft Supplemental Environmental Impact Statement (DSEIS) for the <br /> Comprehensive Plan 10 year reviewed PEMC's proposal and identified impacts of <br /> changing the land use designation and mitigation that addresses those impacts. The <br /> DSEIS also presented development standards. <br /> 20. The Planning Department submitted a staff report dated February 15, 2005, to the <br /> Planning Commission that included mitigation features identified in the EIS. <br /> 21. The proposed land use promotes a more desirable land use pattern than the current <br /> designation for the community as a whole by consolidating hospital expansion in one <br /> area. <br /> Institutional Overlay Facts <br /> 22. The institutional overlay zone allows for institutional land uses with special needs and <br /> impacts to be located in the Everett community in a manner which is compatible with <br /> surrounding land uses through a master plan review process. <br /> 5 <br />
