NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Approval. <br /> 1. The Comprehensive Plan land use map in the expansion area(Block 248), and <br /> Rockefeller Avenue from 13th Street to 14th Street, is amended from Single Family(1.3) <br /> to Hospital (2.4). (See Exhibit A-1.) <br /> 2. The entire Providence Everett Medical Center Colby Campus, including the expansion <br /> area known as Block 248, is rezoned from R-2 (Single Family) to R-2-I (Institutional <br /> Overlay). (See Exhibit A-2.) <br /> The Planning Department is instructed to amend the Comprehensive Plan map and <br /> Zoning Map to reflect the changes made under 1 and 2, above. In the event of conflict <br /> between the attached legal description and City maps of the action areas defined herein, <br /> the maps shall guide boundary location decisions. <br /> 3. The Development Master Plan, based on phases of construction and attached to this <br /> document as Exhibit "C," is approved subject to conditions set forth herein. <br /> 4. No further homes shall be lost to hospital expansion beyond the Master Plan area. This <br /> reinforces the desire to have long term expansion occurring north and northeast and not <br /> further expansion east of Oakes Avenue. <br /> Section 2: Conditions of Approval. <br /> 1 Greenbelt. Create a"greenbelt"buffer area west of and abutting Oakes Avenue running <br /> between 13th Street and 14th Street. The buffer shall be from 50 feet to 100 feet wide with <br /> an average width of 75 feet as measured from the westerly sidewalk boundary on Oakes <br /> Avenue. The buffer shall include landscaping, paths and attractive open spaces for use <br /> by the general public. It is the intent of this Ordinance that the Greenbelt buffer shall be <br /> installed as soon as practical, but not more than 1 year, after removal of the structures on <br /> Block 248 and that public access and use of the buffer shall be ensured by the provision <br /> of an easement from PEMC to the City of Everett. Plans for design of the public space <br /> shall be submitted to the Planning Director for approval. The design review committee <br /> will review and provide a recommendation to the Planning director in this matter. <br /> a) Providence will develop a buffer area as soon as practical after demolition or <br /> relocation of structures on Block 248. <br /> b) The buffer lying east of the proposed parking structure will be as defined by the <br /> proposed building line and no less than 50 feet in width. <br /> c) The buffer for the remainder of the block will be as necessary to maintain a 75 <br /> foot average buffer width. <br /> 9 <br />
