groups; extensive mailings, and frequent postings on the City's Growth Management <br /> Comprehensive Plan website; and <br /> WHEREAS,the proposed amendments implement the Comprehensive Plan Audit, except that <br /> major amendments to the Transportation Element to address 2025 transportation needs will be <br /> completed in Phase 2 of the update; and <br /> WHEREAS,the Transportation Element with the proposed amendments addresses <br /> transportation needs through 2012, and that the comprehensive amendments to the <br /> Transportation Element to address transportation needs through 2025 will be completed no later <br /> than 2006; and <br /> WHEREAS, the amendments include amendments to both the Growth Management <br /> Comprehensive Plan text and map; and <br /> WHEREAS,the amendments to the Comprehensive Plan map are implemented through separate <br /> ordinances, but are part of this Comprehensive 10-Year Update; and <br /> WHEREAS, RCW 36.70A.172 requires that jurisdictions include best available science in <br /> developing policies and development regulations to protect the functions and values of critical <br /> areas and to give special consideration to conservation or protection measures necessary to <br /> preserve or enhance anadromous fisheries; and <br /> WHEREAS, the 1994 Comprehensive Plan Land Use Element goals, objectives and policies for <br /> environmentally sensitive areas were incorporated by reference in the 2002 Shoreline Master <br /> Program Update; and <br /> WHEREAS,the proposed amendments to the Land Use Element incorporate amendments based <br /> upon best available science for Everett's critical areas, as documented in the science and <br /> recommendations in reports, including, but not limited to, Geologically Hazardous Areas <br /> Regulation Review (Landau Associates), Buffers for Streams in Shoreline Jurisdiction (Pentec), <br /> Buffers for Non-shoreline Streams (Watershed Company), Revisions to Stream Rating System <br /> (Watershed Company), Wetlands in Washington State Volume 1: A Synthesis of the Science <br /> and Volume 2: Guidance for Protecting and Managing Wetlands (Washington State Department <br /> of Ecology); Critical Areas Assistance Handbook and Citations of Best Available Science <br /> (Washington State Department of Community, Trade and Economic Development), and the <br /> Draft Snohomish River Basin Salmon Conservation Plan (Snohomish Basin Salmon Recovery <br /> Forum); and <br /> WHEREAS, the Planning Commission has considered three alternative growth scenarios as <br /> possible choices for Everett's future and has reviewed the environmental impacts and policy <br /> tradeoffs of the alternatives pursuant to the State Environmental Policy Act (SEPA), including a <br /> Draft Supplemental Environmental Impact Statement, and Final Supplemental Environmental <br /> Impact Statement; and <br /> 2 <br />
