WHEREAS, in compliance with the Growth Management Act (36.70A.215), the City of <br /> Everett, through the 2002 Snohomish County Buildable Lands Evaluation Report , has concluded <br /> that sufficient capacity exists to accommodate projected growth and that no significant <br /> inconsistencies exist between the adopted comprehensive plan policies and the actual growth <br /> patterns since adoption of the comprehensive plan; and <br /> WHEREAS,the Planning Commission has recommended to the City Council the Adopted <br /> Targets Preferred Alternative for the comprehensive plan update, that most closely represents the <br /> desires of the Everett community for the city's future growth; and <br /> WHEREAS,the City Council has conducted public hearings to review the recommendations of <br /> the Planning Commission and to take additional public testimony; and <br /> WHEREAS, the City Council finds that the policies, land use designations and capital <br /> investment strategies of the preferred alternative comply with the requirements of the Growth <br /> Management Act and are consistent with the Countywide Planning Policies; and <br /> WHEREAS,the City Council finds that the Preferred Alternative for this Growth Management <br /> Comprehensive Plan Update provides for the orderly accommodation of growth in Everett and <br /> promotes the best long term interests of the Everett community; and <br /> WHEREAS, notice of all amendments to the comprehensive plan and development regulations <br /> to be adopted to fulfill the requirements of RCW 36.70A.130 was sent to the Washington State <br /> Department of Community, Trade, and Economic Development at least sixty days before the <br /> amendments are to be adopted, in accordance with RCW 36.70A.106. <br /> WHEREAS,the City Council uses the Growth Management Comprehensive Plan as a guide in <br /> the development of specific work programs and functional plans, amendment to development <br /> regulations, design of improvement projects, and preparation of budgets that implement the <br /> community's vision for the future as expressed in the growth management Comprehensive Plan; <br /> and <br /> WHEREAS,the City Council will amend the various development regulations of the City as <br /> necessary to implement the policies and land use designations of this Update of the Growth <br /> Management Comprehensive Plan; and <br /> WHEREAS, the city will continue to monitor the growth occurring under the Growth <br /> Management Comprehensive Plan and will periodically review and update the plan as provided <br /> by the Growth Management Act to make adjustments as needed to respond to changing <br /> circumstances and to ensure that growth in the community is of a desirable character and occurs <br /> in an orderly manner; and <br /> 3 <br />
