WHEREAS,that while the Everett Planning Area has a capacity under the Preferred Alternative <br /> for a population of approximately 167,500 by 2025, this target must be reevaluated periodically. <br /> Since much of the growth assumed in this target is based upon redevelopment which will be <br /> affected by many factors over which the city has limited influence, the city must review and <br /> adjust the target if redevelopment strategies do not produce the housing needed to accommodate <br /> the population growth target; and <br /> WHEREAS,the City Council recognizes that the population projected within the Preferred <br /> Alternative within the current Everett City Limits and the Everett Planning Area are target <br /> population numbers; that planning under the Growth Management Act is an iterative process, <br /> and as additional information becomes available and additional decisions are made, subsequent <br /> adjustments to the plan and the population targets will need to be made; and <br /> WHEREAS,the City Council finds that the proposed amendments to the policies of the <br /> Comprehensive Plan are: <br /> a. Based upon changed circumstances, including new and updated information, new <br /> technology, project and program implementation, and revised state guidelines, which <br /> have occurred over the 10 years since the adoption of the Plan; and <br /> b. That the assumptions of which these revisions are based are new and updated <br /> information, implementation of plan programs and additional citizen input; and <br /> c. That the changes, refinement and clarification of the revised and new policies based <br /> upon more and better information than was available when the plan was first adopted, <br /> promote a more desirable growth pattern for the community; and <br /> d. That the policy changes are consistent and not in conflict with existing plan policies.; and <br /> WHEREAS,based upon these findings the City Council concludes that the proposed <br /> amendments of the Comprehensive Plan: <br /> a. Are consistent with the Goals, Objectives and Policies of the Comprehensive Plan; and <br /> b. Are justified in that conditions have changed thorough policy implementation, new <br /> developments and growth; and the addition of new, improved and updated information; <br /> and <br /> c. Are in the best interest of the citizens of Everett and the Everett Planning Area: <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Approval. <br /> The City Council hereby adopts in accordance with the State of Washington Growth <br /> Management Act, the preferred alternative, Alternative 2 - Approved Targets, as the 2005 <br /> Growth Management Comprehensive Plan for the City of Everett, which is attached hereto as <br /> Exhibit 1; and includes the following amendments to the elements of the Comprehensive Plan; <br /> and amends the 1994 Growth Management Comprehensive Plan as amended; <br /> 4 <br />
