Following are the floodplain overlay zone definitions pertaining to Chapter 30 of this title, as <br /> amended. <br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> Following are the floodplain overlay zone definitions pertaining to Chapter 30 of this title, as <br /> amended, and unless expressly provided otherwise, to all other provisions of this title that are <br /> governed by Chapter 30. <br /> SECTION 15: That Section 3.AA of Ordinance No. 1847-92 (EMC 19.4.030) which reads in <br /> part as follows: <br /> "Floodway" means the channel of a river or other watercourse, and adjacent land areas that must <br /> be reserved in order to discharge the base flood. <br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> "Floodway" means the channel of a river or other watercourse, and adjacent land areas that must <br /> be reserved in order to discharge the base flood. Floodway includes, as stated in the Shoreline <br /> Management Act, RCW 90.58.030, those portions of the area of a river valley lying streamward <br /> from the outer limits of a watercourse upon which flood waters are carried during periods of <br /> flooding that occur with reasonable regularity, although not necessarily annually, said floodway <br /> being identified, under normal condition, by changes in surface soil conditions or changes in <br /> types or quality of vegetative ground cover condition. The floodway does not include lands that <br /> can reasonably be expected to be protected from flood waters by flood control devices <br /> maintained by or maintained under license from the federal government, the state, or a political <br /> subdivision of the state. <br /> SECTION 16: That Section 3.AA of Ordinance No. 1847-92 (EMC 19.4.030) which reads in <br /> part as follows: <br /> "Lowest floor" means the lowest floor of the lowest enclosed area (including basement). An <br /> unfinished or flood resistant enclosure, usable solely for parking of vehicles, building access or <br /> storage, in an area other than a basement area, is not considered a building's lowest floor, <br /> provided that such enclosure is not built so as to render the structure in violation of the <br /> applicable nonelevation design requirements of Chapter 30. <br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> "Lowest floor" means the lowest floor of the lowest enclosed area (including basement).
