January 9, 2013 <br /> 1212-61 and the City Clerk is directed to call the roll for the final <br /> disposition of the ordinance. <br /> AYES: Roberts, Moore, Murphy, Gipson, Bader, Stonecipher, <br /> Affholter <br /> NAYS: None <br /> Ordinance No. 3310-13 adopted. <br /> PUBLIC HEARING — COUNCIL BILL NOS. 1211-59 and 1211-60 <br /> Council President Moore opened a public hearing regarding Council Bill <br /> No. 1211-59, a proposed ordinance adopting the Central Waterfront <br /> Redevelopment Plan as a Subarea Plan of the Everett Growth <br /> Management Comprehensive Plan, and Council Bill No. 1211-60, a <br /> proposed ordinance establishing zoning regulations for the Central <br /> Waterfront Planning Area, amending Ordinance No. 1671-89 (EMC Title <br /> 19, Zoning), as amended, and repealing Ordinance Nos. 3277-12 and <br /> 3260-12, as amended. <br /> President Moore reminded everyone that this process began in February, <br /> 2012, when the city placed a moratorium on the development area. Since <br /> that time this matter has been brought before city council six times <br /> including a public hearing on December 19, 2012. There have also been <br /> three Planning Commission workshops and two Planning Commission <br /> hearings. He thanked past President Gipson for postponing this action to <br /> allow the council members more time to consider the final <br /> recommendation of the Planning Commission, and the members of the <br /> Planning Commission who spent countless hours reviewing the <br /> information and hearing much of the testimony we are about to hear <br /> tonight. He explained the process that would be followed at tonight's <br /> hearing. <br /> Council Member Murphy stated that he was sworn in last week as a <br /> council member. Prior to his appointment he served on the Everett <br /> Planning Commission during the time that the Central Waterfront <br /> Redevelopment Plan came before them. This matter is now before the <br /> city council to make a decision based on a record that includes <br /> 11 <br />
