PUBLIC HEARING — COUNCIL BILL NOS. 1211-59 and 1211-60 Council President Moore opened a public hearing regarding Council Bill No. 1211-59, a proposed ordinance adopting the Central Waterfront Redevelopment Plan as a Subarea Plan of the Everett Growth Management Comprehensive Plan, and Council Bill No. 1211-60, a proposed ordinance establishing zoning regulations for the Central Waterfront Planning Area, amending Ordinance No. 1671-89 (EMC Title 19, Zoning), as amended, and repealing Ordinance Nos. 3277-12 and 3260-12, as amended. President Moore reminded everyone that this process began in February, 2012, when the city placed a moratorium on the development area. Since that time this matter has been brought before city council six times including a public hearing on December 19, 2012. There have also been three Planning Commission workshops and two Planning Commission hearings. He thanked past President Gipson for postponing this action to allow the council members more time to consider the final recommendation of the Planning Commission, and the members of the Planning Commission who spent countless hours reviewing the information and hearing much of the testimony we are about to hear tonight. He explained the process that would be followed at tonight's hearing. Council Member Murphy stated that he was sworn in last week as a council member. Prior to his appointment he served on the Everett Planning Commission during the time that the Central Waterfront Redevelopment Plan came before them.
