<br /> because this is a legislative decision, he is allowed to participate. Further,
<br /> during the past week, he has reviewed the entire record, and feels that he
<br /> is fully prepared to participate this evening.
<br /> Council President Moore stated that the council members had received
<br /> letters from a teacher at Everett High School, Andrew Sudkamp, and
<br /> several of his students, to be entered into the public record.
<br /> Allan Giffen, Planning Department, thanked members of his staff for their
<br /> countless hours on this project; Dave Koenig, Mary Cunningham, and Jim
<br /> Hansen, as well as staff from the Mayor's office, Legal Department and
<br /> Public Works. He gave a slide presentation regarding the proposed
<br /> ordinances and the Planning Commission's recommendation.
<br /> Council President Moore invited public comment.
