January 9, 2013 <br /> The meeting recessed and reconvened. <br /> COUNCIL BILL NO. 1211-59 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE adopting the Central Waterfront <br /> Redevelopment Plan as a Subarea of the Everett Growth <br /> Management Comprehensive Plan, amending Ordinance No. <br /> 2021-94, as amended <br /> Moved by Council Member Gipson, seconded by Council Member <br /> Affholter, that this is declared to be the third and final reading of Council <br /> Bill No. 1211-59. <br /> Council Members Gipson and Roberts spoke in support of the Planning <br /> Commission's recommendation, Alternative 4. <br /> Moved by Council Member Roberts, seconded by Council Member <br /> Stonecipher, to amend the motion as follows: "to the maximum <br /> extent practicable, on site public access with connections to the <br /> downtown is required for all uses within shoreline jurisdiction. Staff <br /> shall expeditiously amend the city's Shoreline Master Program as <br /> necessary to implement this section." <br /> Considerable discussion ensued. <br /> Council Member Murphy clarified for the record that the morning after his <br /> appointment to the council last week, he resigned from the Planning <br /> Commission. <br /> Roll was called on the amendment with all council members voting yes <br /> except Council Members Affholter, Bader, Gipson, Murphy, and Moore <br /> who voted no. <br /> Motion failed. <br /> 13 <br />
