Allow uses and activities, including public access, which result in educational, passive <br /> recreational, and scientific benefits for the community. <br /> Contents of Subarea Plan <br /> The plan will address the following, applying the data and analysis of SEWIP and the SEWIP <br /> Salmon Overlay, consideration of other relevant scientific information, and information <br /> regarding the technical and economic feasibility of restoring the area to tidal influence: <br /> 1. measures or methods to promote restoration and enhancement opportunities, including <br /> identification of potential funding sources; <br /> 2. feasibility of tidal restoration considering property ownership; location and design of <br /> infrastructure, including roads, railroads, utilities, and towers; costs, and protection of <br /> adjacent properties; <br /> 3. opportunities for nontidal restoration and enhancement, such as providing habitat <br /> corridors between Woods Creek and the Snohomish River, and planting crops for <br /> wildlife; <br /> 4. opportunities and types of recreational uses that could be appropriate or would not be <br /> appropriate, in parts of the Marshlands area; <br /> 5. consistency with the Shoreline Management Act including Shorelines of Statewide <br /> significance criteria, the comprehensive plan, and other applicable designations; <br /> 6. the appropriate shoreline environment designation for the area, based on the above <br /> analysis, including evaluating whether a new designation is needed and whether the <br /> entire area should have the same designation; <br /> 7. policies and use regulations, including buffers for wetlands and riparian areas, in the <br /> SMP, and other development regulations; and <br /> 8. interest of property owners in participating in restoration and/or enhancement <br /> opportunities. <br /> SECTION 5: Urban Conservancy- Recreation Designation <br /> Section 4.9 of the Shoreline Master Program, Exhibit A to Ordinance No. 2600-02, as amended, <br /> and Section III of the Shoreline Land Use Element of the Comprehensive Plan, which currently <br /> reads: <br /> 4.9 Urban Conservancy - Recreation <br /> 7 <br />
