1. Demolition permits; <br /> 2. Permits related to City or Snohomish County P.U.D. utility projects for water, sewer, <br /> stormwater, or electricity; <br /> 3. Building permits strictly limited to minor maintenance or repair of existing structures, <br /> provided that such permits do not allow for expansion of the footprint or size of <br /> existing structures; and <br /> 4. Permits required for environmental clean-up projects. <br /> No issuance of any permit (or any accompanying environmental review) under this subsection B <br /> obligates the City to issue any additional permit or approval of any kind, regardless of whether <br /> the application for such additional permit or approval is made during or after this moratorium. <br /> Section 3. EFFECTIVE IMMEDIATELY. It is necessary to pass this Ordinance as an <br /> emergency to prevent the establishment of vested rights that could be incompatible with the <br /> plans, policies, and regulations ultimately adopted by the City as a result of this Ordinance. This <br /> Ordinance, as a public emergency ordinance, is necessary for the protection of the public health, <br /> safety and welfare, and shall take effect immediately upon its becoming valid by Mayor's <br /> signature in accordance with City of Everett Charter Section 3.4. <br /> Section 4. PUBLIC HEARING. The City Council will hold a public hearing within 60 days of <br /> the effective date of this Ordinance to consider public comments on this Ordinance and to <br /> consider any requests by any interested party to revise this Ordinance. <br /> Section 5. TERM. This moratorium will end six months after the effective date of this <br /> Ordinance unless earlier repealed or renewed according to law. <br /> Section 6. WORK PLAN. Prior to the public hearing set forth in Section 4 above, the Planning <br /> Director shall develop a streamlined work plan for the planning process to be undertaken for the <br /> Central Waterfront Planning Area. <br /> A. The work plan shall set forth a detailed, timely schedule for the planning process that <br /> addresses at least the following: <br /> i. Opportunities for public participation; <br /> ii. Opportunities for the owners and prospective purchasers and others to <br /> comment on how the future land use regulations could be improved, <br /> streamlined or revised to maximize the economic development potential of the <br /> property or otherwise plan for the future use of the property; <br /> Page 3 <br />
