iii. Appropriate environmental review under the State Environmental Policy <br /> Act (SEPA); and <br /> iv. An anticipated timeframe for adoption of any revised plans, policies and <br /> regulations applicable to the Central Waterfront Planning Area. <br /> B. Among other things, the work plan should provide for a planning process that considers the <br /> following: <br /> i. The range of alternative uses for which the site may be suitable and the <br /> economic development potential of the property; <br /> ii. A range of opportunities to integrate public access, environmental <br /> enhancement or other public benefits with future use of the property, while <br /> recognizing the practical constraints of the property and private property <br /> rights; <br /> iii. The compatibility of potential future uses of the property with the Port and <br /> Naval operations, as well as other existing and future uses in the vicinity, and <br /> how potential future uses may affect downtown, the waterfront, and the <br /> greater community; <br /> iv. How environmental cleanup requirements can be phased or accomplished in <br /> the context of future use of the property; and <br /> v. How the site's proximity to Puget Sound should influence future uses, and <br /> what provisions should be made for clean and sustainable uses. <br /> The Mayor is authorized to execute professional services agreements or other agreements with <br /> consultants or others as the Mayor may determine necessary to complete the planning process <br /> described above. <br /> Section 7. SEVERABILITY. Should any section, paragraph, clause or phrase of this <br /> Ordinance, or its application to any person or circumstance, be declared unconstitutional or <br /> otherwise invalid for any reason, or should any portion of this Ordinance be pre-empted by state <br /> or federal law or regulations, this shall not affect the validity of the remaining portions of this <br /> Ordinance or its application to other persons or circumstances. <br /> Section 8. CONFLICT. In the event there is a conflict between the provisions of this <br /> Ordinance and any other City ordinance, the provisions of this Ordinance shall control. <br /> Page 4 <br />
