ORDINANCE NO. 3277-12 0.1rAfir'l Effs1 An Ordinance amending the Moratorium relating to the Central <br /> Waterfront Planning Area by extending the Moratorium an <br /> additional six months, amending Ordinance No. 3260-12. <br /> Whereas,the City Council finds that: <br /> 1. On February 15, 2012, the City Council adopted Ordinance No. 3260-12 <br /> establishing a moratorium preventing the City from processing or issuing any permits or <br /> approvals, with limited exceptions, related to construction in or use of the Central Waterfront <br /> Planning Area. <br /> 2. The City Council held a public hearing on March 28, 2012. <br /> 3. The moratorium, as enacted, is effective until August 15, 2012. <br /> 4. The City is systematically implementing the work plan identified in Ordinance <br /> No. 3260-12, including hiring a consultant team to assist in the development of the re-use plan <br /> and conducting public meetings and workshops to involve the public. <br /> 5. The City is making progress on the development of a re-use plan for the Central <br /> Waterfront Planning Area in accordance with the work plan, but additional time is needed to <br /> complete the re-use planning process. <br /> 6. RCW 36.70A.390 allows the City to extend the moratorium. <br /> 7. The City needs to extend the moratorium for six additional months to preclude the <br /> establishment of vested rights that could be incompatible with the plans, policies, and regulations <br /> that the City may adopt as a result of the planning process. <br /> 8. The City is committed to completing its planning process expeditiously and <br /> immediately thereafter lifting the moratorium, and to cooperating with the owner and any <br /> prospective purchaser identified by the owner to achieve timely and expeditious redevelopment <br /> of the site consistent with the City's planning process. <br /> Whereas, the City Council concludes that: <br /> 1.
