5. City regulations concerning, but not limited to; landscaping, signage, and lighting shall be <br /> used to review each phase of remodel or construction on the subject site. <br /> 6. City representatives met with the Silver Lake neighborhood on January 2, 2012 to discuss this <br /> proposal. <br /> 7. As a result of the review process,the potential new zone of the site was modified from B-2 <br /> (Community Business)to B-1 (Neighborhood Business),to minimize potential impacts to <br /> nearby sensitive land uses. <br /> 8. To achieve the indicated land use changes the City needs to amend the Comprehensive Plan <br /> Land Use map from 1.6 (Multiple Family)to 4.1 (Neighborhood Business), Exhibit A, and <br /> change zoning from R-3 (Multiple Family)to B-1 (Neighborhood Business), Exhibit B. <br /> 9. Planning Commission held a public meeting to learn of and discuss this proposal on <br /> November 11, 2011 and held a public hearing on this proposal on March 6, 2012. <br /> 10. On March 6, 2012, Planning Commission passed Resolution 12-02,proposing adoption of <br /> this action by City Council. <br /> 11. The public health, safety, and welfare will be provided for by this proposal under existing <br /> development regulations of the City. <br /> 12. The proposed amendment to the Comprehensive Plan land use map and rezone promotes the <br /> best long term interest of the Everett Community. <br /> 13. Any conclusion below that may be construed as a finding is included here as such by this <br /> reference. <br /> WHEREAS,CITY COUNCIL CONCLUDES: <br /> 1. Any finding above that may be construed as a conclusion is included here as such by this <br /> reference. <br /> 2. The requested action is supported by, or consistent with,the Comprehensive Plan. <br /> (findings 2, 3, 4, 7, 11, and 12) <br /> 3. Circumstances related to the subject property and the area in which it is located have changed <br /> sufficiently since adoption of the Land Use Element to justify a change to the proposed land use <br /> designation. Specifically: (1) Population in the area has increased, (2) Increasing traffic <br /> volumes, (3) Vacation of this building as a previous fire station have all worked together to <br /> create an opportunity for this property to better serve the needs of the local community, and the <br /> community as a whole, as a small scale commercial/office site.
