4. There are no erroneous assumptions or new information regarding this action known at the <br /> time this action was taken. (findings 3, 6, 7, and 9) <br /> 5. The change promotes a more desirable land use pattern because the use will support the local <br /> area and the greater community. Serving the needs of the local area in this way is a goal of the <br /> Comprehensive Plan. (findings 1, 2, 3, and 4) <br /> 6. The proposed land use designation should not be applied to other properties in the vicinity <br /> without first meeting the policies of the Comprehensive Plan on their own merit, considered <br /> separately from this action. Therefore approval of this application does not constitute a granting <br /> of special privilege. Specifically, the existence of a busy state route arterial (19th Avenue SE) <br /> proximity to a public gathering area at the nearby Park, and this building and its site having no <br /> residential history, are unique factors in this decision. (findings 4, and 7) <br /> 7. The goal of this action is to minimize impacts on other properties in the vicinity, and thus <br /> help assure compatibility though land use transitions from the corridor in this instance to quieter <br /> residential areas to the east. The important element in this decision is to ensure that the future <br /> use is in keeping with the designation of 19th Avenue SE as a"medium intensity mixed use <br /> corridor", which a rezone to B-1 (Neighborhood Business)would accomplish. (findings 1, 2, 3, <br /> 4, 5, 7 and 11) <br /> 8. The change of the land use designation will not pressure other properties in the vicinity to do <br /> the same. This building is a previous nonresidential use. Any other property trying to take <br /> similar action would be different by its nature, and would face the same scrutiny required of all <br /> properties in the City when such changes are proposed. (findings 2 and 4) <br /> 9. The proposal is to amend the Comprehensive Plan land use map designation from 1.6 <br /> (Multiple Family)to 4.1 (Neighborhood Business) Exhibit A, and to change zoning from R-3 <br /> (Multiple Family)to B-1 (Neighborhood Business) Exhibit B, (finding 8) <br /> 10. The public health, safety and welfare would be provided for by passage of this Ordinance. <br /> (findings 1, 2, 3, 4, and 7) <br /> 11. This proposed Comprehensive Plan amendment and rezone promotes the best long term <br /> interest of the Everett Community. (findings 1, 2, 3, 4, 5 and 7) <br /> - 4 - <br />
