WHEREAS, THE CITY COUNCIL FINDS: <br /> 1. The purpose for the requested update to the Parks and Recreation Element of the <br /> Comprehensive Plan is to help keep the Comprehensive Plan up to date with the Parks <br /> Strategic Plan, and to better serve the needs of the public, service agencies, and organizations <br /> that use the Park and Recreation System. <br /> 2. The requested Comprehensive Plan text amendment supports and is written to coordinate with <br /> the range of actions and strategic planning carried out by the Parks Department through use of <br /> the Parks and Recreation Element of the Comprehensive Plan,the Parks Strategic Plan, and <br /> the Parks Capital Facilities Plan. <br /> 3. The proposed change meets Policy 9.1.1. of the Parks Element, "Continue comprehensive <br /> Park master planning, involving neighborhoods, other departments, and agencies in the <br /> process." <br /> 4. The Planning Commission met to learn of and discuss this action November 11, 2001. <br /> 5. On March 6, 2012 the Planning Commission passed Resolution 12-03, recommending <br /> adoption of the action by City Council. <br /> 6. The public health, safety and welfare will be provided for by this text amendment. <br /> 7. The proposed text amendment promotes the best long term interest of the Everett Community. <br /> 8. Any conclusion below that may be construed as a fording is included here as such by this <br /> reference. <br /> WHEREAS CITY COUNCIL CONCLUDES: <br /> 1. Any finding above that may be construed as a conclusion is included here as such by this <br /> reference. <br /> 2. The requested action is supported by, or consistent with, the Comprehensive Plan because <br /> Policy 9.1.1 of the Plan calls for periodic updates to the Parks Element of the Plan, which this <br /> action accomplishes. (finding 3) <br /> 3. The proposal is to change the text of the Comprehensive Plan by replacing the current Parks <br /> and Recreation Element in its entirety and replacing it with the revised Element attached <br /> hereto by reference. (findings 1, 3, 4 and 7) <br /> 2 <br />
