WHEREAS, THE CITY COUNCIL FINDS: 1. The purpose for the requested update to the Parks and Recreation Element of the Comprehensive Plan is to help keep the Comprehensive Plan up to date with the Parks Strategic Plan, and to better serve the needs of the public, service agencies, and organizations that use the Park and Recreation System. 2. The requested Comprehensive Plan text amendment supports and is written to coordinate with the range of actions and strategic planning carried out by the Parks Department through use of the Parks and Recreation Element of the Comprehensive Plan,the Parks Strategic Plan, and the Parks Capital Facilities Plan. 3. The proposed change meets Policy 9.1.1. of the Parks Element, "Continue comprehensive Park master planning, involving neighborhoods, other departments, and agencies in the process." 4. The Planning Commission met to learn of and discuss this action November 11, 2001. 5. On March 6, 2012 the Planning Commission passed Resolution 12-03, recommending adoption of the action by City Council. 6. The public health, safety and welfare will be provided for by this text amendment. 7. The proposed text amendment promotes the best long term interest of the Everett Community. 8. The requested action is supported by, or consistent with, the Comprehensive Plan because Policy 9.1.1 of the Plan calls for periodic updates to the Parks Element of the Plan, which this action accomplishes. The proposal is to change the text of the Comprehensive Plan by replacing the current Parks and Recreation Element in its entirety and replacing it with the revised Element attached hereto by reference.
