b. The consumption charges for master meters shall be as follows: <br /> i. For master meters connected east of the Snohomish River, the water <br /> charge shall be: <br /> Meter Charge $407.23 monthly <br /> Water Charge (exclusive of meter charge) .5707 per 100 cu. ft. <br /> In addition to said water charge there shall be added a twenty percent rate <br /> Multiplier to the water charge and a filtration charge of$0.657 per 100 cu. ft. <br /> to arrive at the total monthly charge. No multiplier shall be added to the <br /> filtration charge. <br /> ii. For master meters connected west of the Snohomish River, the water charge <br /> shall be: <br /> Pumped $1.66 per 100 cu. ft. <br /> Meter Charge $6,594.00/per meter/per month <br /> In addition to said water charge and applicable meter charge, there shall be <br /> added a twenty percent rate multiplier and a filtration charge of$0.657 per <br /> 100 cu. ft. to arrive at the total monthly charge. No multiplier shall be added <br /> to the meter charge or the filtration charge. <br /> 3. Service Connection Charges. Service connection installations outside the City limits of <br /> all sizes shall be charged at the actual cost of the complete installation but in no event <br /> shall the charge for a three-quarter inch, a one-inch or a two-inch service be less than <br /> the amount charged for service connections within the City limits. <br /> 4. Delinquent Penalty and Special Charges. The delinquent penalty and special charges as <br /> set forth in Section 12 plus a multiplier of twenty-five percent, shall apply to customers <br /> outside the City limits. <br /> Section 13: Where the use of water is such that a portion of all the water delivered to the customer <br /> does not discharge into a City sewer due to commercial or industrial use, such as loss by evaporation <br /> or any other cause or use in manufactured products, such as ice, canned goods, beverages and the like, <br /> no sewer service charge shall be made because of water so used or lost: provided however, the water <br /> user shall provide proof as to the amount of sewage discharge and/or install a meter or other measuring <br /> device approved by the City Engineer to determine either the amount of sewage discharge or the <br /> amount of water used or lost. <br /> Section 14: Where a non-residential metered water customer can demonstrate that its consumption of <br /> water is now and will be substantially in excess of surface water impact, the Public Works Director is <br /> authorized to adjust the charges for water quality protection and enhancement to adequately reflect any <br /> excessive disparity. The burden of proof shall be on the applicant for any adjustment and adjustment <br /> shall not be retroactive. The Public Works Director shall develop criteria and procedures for such <br /> review. <br /> 24 <br />
