"Poe/S,=1 <br /> ORDINANCE No. 3 3 4 0-13 <br /> An Ordinance Amending the Minimum Off-Street Parking Standard for <br /> Senior Citizen Housing in the C-2 ES Zone and E-1 MUO Zone, Amending Section 6 of <br /> Ordinance No.3002-07, as amended (EMC 19.34.020). <br /> WHEREAS, the City Council finds the following: <br /> 1. The Planning Commission initiated the process to consider the amendment of the off- <br /> street parking standards for senior housing in two specific areas—the Everett Station <br /> Overlay Zone, and the E-1 MUO (Evergreen Way—Mixed Use Overlay) zone. <br /> 2. The proposed amendment is to reduce the standard from 1.0 to 0.75 parking spaces per <br /> dwelling unit. <br /> 3. Both of these areas have frequent transit service by several providers, including both <br /> Everett Transit and Community Transit. <br /> 4. Two independent engineering studies have been provided for Everett's consideration <br /> related to off-street parking utilization for existing senior housing developments. <br /> 5. One study included parking utilization analyses from the Institute of Traffic Engineers, <br /> and from several senior housing developments in Washington and other states. <br /> 6. One study focused on two existing senior housing developments in Everett. <br /> 7. Both studies found that the existing demand for off-street parking in all developments <br /> analyzed was less than 0.75 off-street parking spaces per dwelling unit. <br /> 8. The City's Traffic Engineering Division reviewed the engineering studies and <br /> recommends that the proposed amendment only apply in senior housing developments <br /> located within one-quarter mile walking distance to transit stops. <br /> 9. The Transportation Element of the Comprehensive Plan policies related to parking do not <br /> address senior housing parking standards. <br /> 10. The Planning Commission held a public hearing on July 16, 2013 regarding the proposed <br /> code amendment. <br /> 11. The Planning Commission asked staff to monitor the utilization of off-street parking for <br /> senior housing developments built under the standard established in Section 1 of this <br /> Ordinance to determine if the projects that use this standard have adequate parking, and <br /> to determine if this standard should be re-evaluated in light of any deficiency identified <br /> through monitoring. <br /> 12. The Planning Commission asked staff to evaluate in the future where adjustments in off- <br /> street parking for senior housing in other areas of the City would be appropriate given <br />
