trends in automobile ownership by seniors, improvements in the local and regional transit <br /> system, and alternative modes to provide for the mobility needs of seniors. <br /> and; <br /> WHEREAS,the City Council concludes the following: <br /> 1. The proposed code amendment in the two zones recommended by the Planning <br /> Commission will provide adequate off-street parking for senior housing in areas that are <br /> already served by a high level of public transit service. <br /> 2. The proposed amendment does not conflict with any adopted comprehensive plan <br /> policies. <br /> 3. The proposed promotes the best long term interests of the City. <br /> NOW, THEREFORE,THE CITY DOES ORDAIN: <br /> Section 1. Section 6 of Ordinance No. 3002-07, as amended by Section 14 of Ordinance No. <br /> 3072-08 (EMC 19.34.020), which reads, in part, as follows: <br /> 34.020 Required off-street parking. <br /> A. Every building hereafter constructed,reconstructed, expanded or occupied, or use of <br /> property hereafter established or modified, shall be provided with off-street parking in <br /> accordance with the requirements of this title, as listed in Table No. 34-1, or as otherwise <br /> provided by this chapter when not specifically listed in Table No. 34-1. The number of parking <br /> spaces stated shall be the minimum required. Where parking requirements are based upon square <br /> footage of a building,the gross floor area of the building shall be used. See Section 22.020.E for <br /> off-street parking requirements in the B-3 zone. See Section 25.010.0 for parking requirements <br /> in the C-2ES zone. See Section 31A.030.B.2 for parking requirements for residential uses in the <br /> BMU zone.
