Priority intersection improvement locations. <br /> Lighting <br /> Street lighting, especially pedestrian street lighting, can be an effective means to increase <br /> security, encourage pedestrian activity, and add a distinctive character to a street or district. <br /> Pedestrian-oriented lighting is recommended for all downtown streets when comprehensive <br /> street improvements of at least a complete block are undertaken. Where spot improvements in <br /> front of existing properties take place, a conduit for <br /> pedestrian lighting should be installed. Arterial "cobra <br /> head" lights are recommended for Everett Avenue, -I , , ' V <br /> IV <br /> Pacific Avenue, and West Marine View Drive because of I, ; !* <br /> 14 <br /> their greater traffic volumes and lower pedestrian <br /> volumes.
