RESOLUTION NO. 6057 <br /> A Resolution accepting the findings of the Thomas/Lane and Associates <br /> Feasibility and Impacts of Scheduled Commercial Air Service at Paine Field <br /> Study and expressing support for scheduled commercial air service at <br /> Paine Field. <br /> WHEREAS, the City of Everett, the largest city and county seat of Snohomish <br /> County, recognizes the significance of commercial aviation to the region's future <br /> transportation needs and economic competitiveness; and <br /> WHEREAS, the City of Everett retained the consulting firm of Thomas/Lane and <br /> Associates to perform an objective analysis of the feasibility and impacts of <br /> commercial air service at the Snohomish County Airport/Paine Field; and <br /> WHEREAS, Thomas/Lane presented its report to the City Council in an open <br /> meeting on July 16, 2008 concluding that commercial aviation at Paine Field was <br /> feasible and would have minimal traffic and environmental impacts; and <br /> WHEREAS, the Thomas/Lane Study finds that the aerospace industry <br /> surrounding Paine Field is among the most significant concentrations of aviation <br /> manufacturing in the world and the largest single industrial job center in <br /> Snohomish County and Washington State representing 35,000 to 40,000 jobs <br /> and $2.5 billion in wages and salaries; and <br /> WHEREAS, by 2020 the region's population is projected to increase to over 1.1 <br /> million persons with employment expected to swell to 426,000 workers; and <br /> WHEREAS, the Study determined that Paine Field currently operates at about <br /> forty-five to fifty percent of capacity and can easily accommodate any level of <br /> commercial air service that will occur during the foreseeable future without <br /> interfering with industrial activity in or around the airport; and <br /> WHEREAS, the Study acknowledges Paine Field is a federally designated <br /> "public use" airport where scheduled air passenger service can be neither limited <br /> nor prohibited by the County; and <br /> WHEREAS, the Snohomish County Airport/Paine Field has received currently <br /> $60 million in Federal Aviation Administration (FAA) grants, and <br />
