WHEREAS, the FAA in its June 4, 2008 letter to Snohomish County Airport <br /> officials indicated Grant Assurances require the County "to make the airport <br /> available as an airport for public use on reasonable terms and without unjust <br /> discrimination to all types, kinds and classes of aeronautical activities, including <br /> commercial aeronautical activities offering services to the public as the airport"; <br /> and <br /> WHEREAS, the City of Everett Vision 2025 Report recommended support of <br /> commercial air passenger service at Paine Field; and <br /> WHEREAS, the Everett City Council in its 2007 retreat sought to "develop and <br /> approve a city strategy for commercial air service at Paine Field," and <br /> WHEREAS, The Washington Aviation Planning Council has drafted statewide <br /> aviation policies as part of the Long-Term Air Transportation Study designed to <br /> address statewide aviation issues in the areas of land use, environment, <br /> capacity, new technology, safety, mobility, stewardship, preservation, access and <br /> economy; and <br /> WHEREAS, the Study indicates demand generated by employment, population <br /> and income in the Paine Field market is, and will be, more than sufficient to <br /> support commercial aviation service; and <br /> WHEREAS, according to the Study, the introduction of a modest level of <br /> scheduled commercial air service at Paine Field would provide regular, <br /> predictable and accessible air travel to regional destinations of Spokane, Boise <br /> and Portland and west coast hubs of San Francisco and Los Angeles, and <br /> WHEREAS, the Study suggests noise impacts of scheduled commercial air <br /> service with larger, quieter aircraft, responsive operating procedures and <br /> enhanced monitoring will be relatively low level; and <br /> WHEREAS, the Study concludes that the primary benefits of commercial air <br /> service will be: <br /> • job generation and retention; <br /> • the attraction to the region of high technology and knowledge-based <br /> firms; <br /> • growth in the tourism industry; <br /> • new management and technological job creation; <br /> • increased sales, property and business & occupation taxes; and <br /> • significant time/cost savings for travelers using Paine Field; and <br /> WHEREAS, the City of Everett welcomes the introduction of commercial <br /> scheduled air service at Paine Field to strengthen our long-standing aerospace <br /> foundation and embrace the emerging high technology priorities of our economy; <br /> and <br />
