EXHIBIT A <br /> INTERAGENCY COLLABORATION AGREEMENT <br /> For the Development of a Small, Light-Weight Electric Bus <br /> This Agreement is entered into by and between the undersigned organizations referred to <br /> collectively as "the Parties"or"the Partnership." <br /> RECITALS <br /> WHEREAS, our nation is facing dramatic increases in the price of oil; <br /> WHEREAS, the continued consumption of oil at historical levels is neither financially nor <br /> environmentally sustainable; <br /> WHEREAS, it is vitally important that fossil fuel consumption and harmful emissions by <br /> transit and paratransit vehicles be radically reduced; <br /> WHEREAS, a low-floor, lightweight, electric or hybrid-electric, small paratransit and shuttle <br /> bus vehicle is a means to reduce said consumption and emission levels; <br /> WHEREAS, there is a lack of small, ultra-lightweight, low-floor, electric and hybrid-electric <br /> buses available for purchase by transit and paratransit agencies in the U.S.; and <br /> WHEREAS, Washington State is uniquely positioned to develop, test, and produce a <br /> "breakthrough"paratransit/local shuttle bus due to its climate for and commitment to <br /> innovation; and <br /> WHEREAS, it is in the interest of the citizens of the State to support this effort, <br /> NOW, THEREFORE in consideration of the mutual objectives described herein, the parties <br /> agree as follows: <br /> The undersigned organizations hereby agree to form a collaborative program,hereinafter <br /> referred to as the Green Bus Partnership (or the "Partnership"), for the initial purpose of <br /> guiding, facilitating, and obtaining funding for the development, testing, and mass production <br /> of a small (<25-foot) electric or hybrid-electric bus. This vehicle must be capable of <br /> operating efficiently, cost-effectively, and reliably in rigorous, transit and paratransit <br /> operations and be available for procurement by transit operators in the state and the rest of <br /> the U.S. Membership in the Partnership may include(but not be limited to) transit and <br /> paratransit agencies, environmental agencies, economic development agencies, and other <br /> federal, state, and local organizations with a clear stake in a successful outcome. <br /> This program will be divided into two phases: I) Research, First Prototype Development, and <br /> Initial Testing and Evaluation; and II) Prototype Refinement, Testing, and Mass Production. <br />
