RESOLUTION NO. 6019 <br /> A RESOLUTION expressing intent to approve a three-year budget for the existing <br /> downtown Business Improvement Area(BIA) and extend the term of the BIA and <br /> existing special assessment levy for an additional year beyond its five-year term, and <br /> setting a public hearing in the City Council Chambers located at 3002 Wetmore, Everett, <br /> Washington on the 4th of June, 2008, at 8:30 a.m. <br /> Whereas, on June 29, 2005, the City Council held a public hearing concerning the <br /> formation of the Downtown Business Improvement Area and the imposition of special <br /> assessments on property (and property owners)within such Business Improvement Area <br /> and adopted Ordinance No. 2842-05 establishing the existing Downtown Business <br /> Improvement Area(BIA) within the boundaries described in Section 2 of said Ordinance; <br /> and <br /> Whereas,businesses and property owners within the BIA have indicated that they value <br /> the BIA's use of special assessment revenues to fund programs and services, such as <br /> security, maintenance, and economic development; and <br /> Whereas,businesses and property owners wish to continue the special assessment levy at <br /> the rate described in Section 5 of Ordinance No. 2842-05 and wish to continue to fund <br /> the programs and services described in Section 4 of said Ordinance; and <br /> Whereas,pursuant to Section 19 of Ordinance No. 2842-05, the existing BIA terminates <br /> after a period of five years from the date the Ordinance was passed and thus is scheduled <br /> to terminate in July 2010; and <br /> Whereas,pursuant to Section 12 of Ordinance No. 2842-05,the Mayor's designee has <br /> submitted a proposed three-year budget for the period July 1, 2008-June 30, 2011, a <br /> statement of programs and activities to be conducted consistent with the description in <br /> Section 4 of said Ordinance, and a statement of assessment rates consistent with the <br /> description in Section 5 of said Ordinance; and <br /> Whereas,the extension of the BIA's term by one additional year to 2011 would allow <br /> the expiration date of the term to coincide with the expiration of the proposed three-year <br /> budget; <br /> NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT: <br /> Section 1. Pursuant to Chapter 35.87A RCW, it is the intention of the Everett City <br /> Council to extend the term of the Downtown Business Improvement Area(BIA) <br /> established by Ordinance No. 2842-05 within the following described boundaries: <br /> Beginning at the intersection of the centerline of Pacific Avenue and the <br /> centerline of the alley west of Hoyt Avenue,thence north along the centerline of <br /> 1 <br />
